Tom,

That is a pretty vague question. Meteor activity is best seen during the last few hours before dawn unless you are trying to view one of the radiants that reach culmination earlier in the night.

I hope this helps.

Get up by at least 4am. Look in any direction away from the moon as its glare will obscure the fainter meteors.

Good Luck!

Perseids - on the 11th of August up to the 12th of August, I went to my view location at about 23:00 and within 8 minutes was compensated with a beautiful Perseid shower - It was so bright and fast, I couldnt believe what I saw, and I had a clear sky. Have been watching meteors for years and never saw anything but this night was special. I then gazed up between Cassiopeia and Cepheus and waited. I saw probably 35 meteors, shooting mainly from north east and north, as well as 3 satellites in about one hour. My interest has been awakened and I will keep this beauty in my heart. Am waiting for the next Orionids on the 21st of October 2012.

Southeast is good as long as the moon is not in your field of view. I'm not certain exactly what you mean about "rising in a arc". If facing SE Perseid meteors would enter your field from the left and will shoot toward the right. They will be perfectly straight and swift. the exact angle will depend on the time of night.

I hope this helps!

Thanks for the great amount of info. If I am calculating this correctly, from the Puget Sound, I should have my grandchildren looking southeast and rising in an arc?

I read last year of a place a couple hours north of Los Angeles where serious meteor watchers go to get the best view, away from light pollution. Now I can't find that location. Any idea where the go-to place is for best viewing north of LA?
